Khusnullin: Commissioning of Commercial Properties Increased by a Third in 2025

The volume of commercial real estate commissioning in 2025 increased by a third compared to 2024, reaching 12.6 million square meters, reported Russian Deputy Prime Minister Marat Khusnullin.

"Without commercial, industrial, and social facilities, it is impossible to create a comfortable living environment. By the end of 2025, 41.5 million square meters of non-residential real estate were commissioned, which is 8% more than the previous year. In the structure of non-residential real estate commissioning, the largest share belongs to commercial buildings – 12.6 million square meters. Moreover, the commissioning of such space increased by 32.7% over the year," his words are quoted on the website of the Russian government.

At the same time, the largest increase among non-residential real estate, as noted by Khusnullin, was observed in the segment of administrative buildings (+50.3%, to 1.9 million square meters). Agricultural (+8.2%, 4.6 million) and industrial facilities (+3.4%, 6.8 million) also showed positive dynamics.

Among the federal districts, the leaders in the volume of non-residential real estate commissioning in 2025 were the Central Federal District with 14.6 million square meters, the Volga Federal District (7.3 million), and the Southern Federal District (4.4 million), the statement indicates.

It also notes that in 2025, 26.2 thousand construction permits for non-residential buildings totaling 65.5 million square meters were issued.
