The construction industry needs a rating of the main engineers of the project
The role of the chief engineers of the project (CEP) is key in quality control and responsibility of the project organizations. This opinion was expressed by Vadim Andropov, First Deputy head of Glavgosexpertiza of Russia, at a meeting of the State Duma Committee on Construction and Housing and Communal Services.
"In fact, in our legislation, the responsibility of the ISU, as such, was not spelled out. But in July of this year, 309-FZ was adopted, which improves the mechanism of self-regulation in construction. And starting from March 1, 2026, the ISU will have to be responsible for the quality of project documentation and compliance of the decisions made with the requirements of technical regulations," Vadim Andropov said.
In his opinion, this will allow for a tougher response to unscrupulous specialists.
The Deputy Head of Glavgosexpertiza made a proposal to create a rating of GIPS, which would reflect such indicators as work experience and a portfolio of completed projects. "At the same time, it is advisable to link this rating with the rating of design organizations. After all, the reputation of the organization itself depends on which CEPs work in a particular organization," Vadim Andropov pointed out.
According to the speaker, the creation of such a rating system would additionally make the situation even more transparent and would affect the overall design quality.
